As many readers of this report are aware, the Federal Water Pollution Con- trol Act Amendments of became law during the final months of The objective of the Act is to restore and maintain the chemical, physical, and bio- logical integrity of the Nation's waters. Its National goals are: 1 to obtain an interim goal of water quality by July 1 of which will provide for the protection and propagation of fish, shellfish, and wildlife and for recreation in and on the water, and 2 the elimination of discharge of pollutants into navigable waters by Navigable waters are defined as "Waters of the United States, including the territorial seas.
