Abstract The designation as European Capital of Culture ECoC is a recognition for cities that get, that generates a priori positive effects on their image, which, in turn, should translate into increased interest of potential visitors and consumers. Such a designation has been used by some ECoC to improve its position in the tourism market, generating an interesting cultural tourism supply. In other cases, or there has been no interest in this city, or, there have not been able to develop appropriate action to get it. Through a qualitative methodology that combines case studies with focus groups, this article proposes a strategic framework that aims to guide intervention actions, in tourism, should develop cities wishing to use his designation as ECoC to position competitively as urban cultural destinations.
