The March notification appears to have achieved just that. While it maintains the grant of lifelong visa for visiting India for any purpose, it adds provisos such as special permissions or a special permit required by OCI cardholders from the competent authority, or the Foreigners Regional Registration Officer, or the Indian mission concerned, to undertake any missionary or Tabligh or mountaineering or journalistic activities. One does not have to traverse great lengths to see the intent of the government.
